Carmel Apartments is a HUD Section 202 building providing 100 units of housing for low-income seniors in the Richmond neighborhood of Staten Island. Originally built in 1984, the project is located on a campus-like setting of two to four family dwellings with landscaped outdoor areas and a central Community Building.

Carmel Apartments is located next door to the Archcare Carmel Richmond Nursing home, which includes a Program of All Inclusive Care (PACE) Center that links to Carmel Apartments by providing congregate meals and health services
